The State Duma passed a bill introducing criminal liability for illegal cryptocurrency mining in its first reading.
The bill provides for imprisonment for up to five years for those receiving particularly large amounts of income from this activity or for acting as part of an organized group, according to a State Duma statement.
Furthermore, the bill proposes introducing fines of up to 1.5 million rubles for digital currency mining by individuals not included in a special registry, and for providing mining infrastructure operator services without being included in the registry, when these actions resulted in significant damage to individuals, organizations, or the state.
The Ministry of Justice proposed introducing criminal penalties for illegal cryptocurrency mining in December 2025. A law legalizing cryptocurrency mining has been in effect since November 2024. Specifically, tax service registries have been launched, requiring all legal entities and individual entrepreneurs involved in cryptocurrency mining in Russia to register.
